The Coordinated Entry System Fact Sheet below provides information to help you understand the service system that is available for Delaware County funded shelters. The first step to resolving a housing crisis is to get a Coordinated Entry assessment from one of the agencies listed below then follow their instructions for the next steps.
Dear PA-502 CoC HUD Continuum of Care Grantees,
The PA-502 Continuum of Care (CoC), operating locally as the Homeless Services Coalition of Delaware County (HSC), is soliciting Letters of Intent for renewal projects, including Expansion of renewal projects, for possible inclusion in the HUD FY24 Continuum of Care Grant Competition. As required by HUD, the PA-502 CoC Governing Board will review all renewal projects for possible reduction or elimination based on their previous performance and ability to meet current needs and gaps in homeless services. HUD should release the FY24 Grant Competition Notice of Funding Opportunity (NOFO) in the next several weeks. Renewal Project Applicant Instructions:
Renewal Project applicants must submit Letter of Intent Form(s) for all renewal projects on or before Friday, May 31, 2024, at 11:59 PM EST to be eligible for inclusion in the PA-502 CoC FY24 grant application submitted to HUD.

The United States Department of Housing and Urban Development’s Continuum of Care (CoC) Program is designed to assist individuals (including unaccompanied youth) and families experiencing homelessness and provide the services needed to help such individuals move into transitional and permanent housing, with the goal of long-term stability. More broadly, the CoC Program is designed to promote community-wide planning and strategic use of resources to address homelessness; improve coordination and integration with mainstream resources and other programs targeted to people experiencing homelessness; improve data collection and performance measurement; and allow each community to tailor its programs to the strengths and challenges in assisting homeless individuals and families within that community. The PA-502 Delaware County Continuum of Care (CoC) is known locally as the Homeless Services Coalition of Delaware County (HSC). The HSC Governing Board is composed of representatives from public, private, nonprofit, and community leaders, as well as people with the lived experience of homelessness, who are responsible for overseeing and approving all aspects of the operation of the CoC as specified under the HEARTH Act, 24 CFR 578.
Further, the Board acts on behalf of the CoC using the process established as a requirement by C.F.R. 578.7(a)(3) and in compliance with the conflict-of-interest requirements at 578.95(b). The Board is responsible for the approval and implementation of all CoC policies and procedures that include but are not limited to voting on funding priorities, new members, bylaw updates, and HEARTH ACT funding strategies or other matters that pertain to HUD CoC Funding and programming.

988 has been designated as a new three-digit dialing code that will route callers to the National Suicide Prevention Lifeline. While some areas may be currently able to connect to the Lifeline by dialing 988. The current Lifeline phone number (1-800-273-8255) will always remain available to people in emotional distress or suicidal crisis, even after 988 is launched nationally.
When people call, text, or chat 988, they will be connected to trained counselors that are part of the existing National Suicide Prevention Lifeline network. These trained counselors will listen, understand how their problems are affecting them, provide support, and connect them to resources if necessary. To learn more about the new 988 number visit here.
EPISCOPAL LEGAL AID is offering FREE legal advice to individuals who cannot afford private counsel. We are happy to discuss any non-criminal issue including: evictions, benefit questions, pending court cases, will, medical directives.

OUR MISSION: The Homeless Services Coalition (HSC) exists to assist homeless people in Delaware County to become self-sufficient and to secure safe, affordable housing.
